Context
President Droupadi Murmu virtually inaugurated the new Semiconductor Training Fabrication (Fab) Facility at the Indian Institute of Science (IISc), Bengaluru.

- The facility is designed to deliver experiential learning and train up to 700 students annually through both foundational and advanced semiconductor manufacturing tracks.

About Semiconductor schemes
The mission achieves its targets through four highly targeted capital incentive and subsidy programs:
- Semiconductor Fabs Scheme: Offers up to 50% fiscal support on project costs to establish silicon-based semiconductor wafer fabrication units.
- Display Fabs Scheme: Provides up to 50% financial assistance to set up advanced display manufacturing lines (e.g., AMOLED, LCD, and Mini/Micro-LED).
- Compound Semiconductors and ATMP/OSAT Scheme: Delivers up to 50% capital subsidies for Assembly, Testing, Marking, and Packaging units, silicon photonics, and sensors.
- Design Linked Incentive (DLI) Scheme: Nurtures domestic startups and MSMEs by offering financial infrastructure support up to ₹15 crore per firm across product deployment stages.
Current Status and Major Approvals
India’s chip landscape has expanded rapidly, moving from planning to active grounding across multiple states:
- Geographic Expansion: The Union Cabinet has approved 10 major semiconductor projects distributed across 6 states, including Gujarat, Assam, Odisha, Punjab, and Andhra Pradesh
- Dholera Fab (Gujarat): Developed by the Tata Group in a joint venture with Taiwan’s Powerchip. It stands as India’s first commercial fabrication unit and is scheduled to begin production by 2028.
- Indigenous Innovations: India successfully designed Vikram, its first fully indigenous 32-bit space-grade microprocessor engineered by ISRO’s Vikram Sarabhai Space Centre. Plans are also underway to design a 2nm chip.
- NITI Aayog Roadmap 2035: Released in May 2026, this roadmap targets a USD 120–150 billion domestic value chain by 2035, championing a “More-than-Moore” strategy focused on wide-bandgap compound materials (like Gallium Nitride) and OSAT superiority.

National Centre for Music, Brain, Mind and Health
Context
National Institute of Mental Health and Neurosciences (NIMHANS) has officially partnered with legendary music composer Ilaiyaraaja to launch India’s first National Centre for Music, Brain, Mind and Health in Bengaluru.
- Announced in collaboration with the Mercuri Foundation, this facility bridges traditional musical wisdom with advanced neuroscience to explore how music heals and shapes the human brain.

Core Umbrella schemes
- National Mental Health Programme (NMHP): Initiated in 1982, this is the overarching framework aiming to integrate mental healthcare with general healthcare, modernize asylums into psychiatric wings, and reduce the societal stigma surrounding mental illness.
- District Mental Health Programme (DMHP): Launched in 1996 based on the “Bellary Model,” this scheme decentralizes care to the district and grassroots levels. It covers outpatient services, counseling, and 10-bedded inpatient facilities.
