Pumped storage project

Context

Karnataka’s fourth pumped storage project (PSP) has been officially proposed in the Chittapur taluk of Kalaburagi district.

  • A private entity, Bengaluru-based Cerulean Energy Solutions Pvt Limited, has submitted a proposal seeking land and environmental clearances to construct the facility.

Key Specifications of the Kalaburagi PSP

  • Power Capacity: Plans to generate 300 MW of clean energy to support grid stability.
  • Land Requirement: Requested 747 acres of total land in Sankanoor village, which includes 65 acres of forest land.
  • Water Resource: Requires a one-time lifting of 243 TMC (thousand million cubic feet) of water from the Bhima River, located 12 km away. The water will continuously recirculate between the upper and lower reservoirs.
  • Energy Efficiency: Expected cycle efficiency is projected to hover around 80%.
  • Grid Integration: A 220 KV double-circuit transmission line will connect the project to the Karnataka Power Transmission Corporation Limited (KPTCL) Shahabad substation to evacuate or supply electricity.

About Three Pumped Storage

  1. Sharavathi Pumped Storage Project (2,000 MW)

This is planned to be India’s largest pumped storage facility, located on the border of the Shivamogga and Uttara Kannada districts.

  • Executing Agency: Karnataka Power Corporation Limited (KPCL).
  • Mechanism: It will move water between two massive, already existing reservoirs—using the Talakalale Dam as the upper reservoir and the Gerusoppa Dam as the lower reservoir.
  • Current Hurdles:
  • An expert committee under the Union Ministry of Environment, Forest and Climate Change has withheld approval due to its footprint inside the eco-sensitive Sharavathi Valley Lion-tailed Macaque Wildlife Sanctuary. However, the state government remains firm on acquiring clearances to push it forward.

 

  1. Saundatti Pumped Storage Project (1,600 MW)

Located in the Saundatti taluk of the Belagavi district, this is a massive, grid-scale private venture.

  • Executing Agency: Greenko Group  
  • Mechanism: Unlike Sharavathi, this is primarily an off-stream project. It uses the existing Renuka Sagar Reservoir (on the Malaprabha River) as its lower pool and is building a brand-new upper reservoir in a nearby natural depression. It continuously recirculates 1 TMC of water.
  • Current Status: Under active civil and hydro-mechanical construction by infrastructure firms. It is on track for a targeted commissioning window around December 2027

 

  1. JSW Neo Energy Pumped Storage Project (1,000 MW)

This project was awarded via a competitive tariff-based bidding process managed by the state’s power procurement agencies.

  • Executing Agency: JSW Neo Energy (a subsidiary of JSW Energy).
  • Mechanism: It functions as a standalone long-duration storage system designed to discharge 8,000 MWh of stored energy (1,000 MW over an 8-hour peak block).
  • Current Status: The project is in its planning, land allotment, and techno-commercial permitting phases, with multi-hundred megawatt power purchase agreements (PPAs) backing its integration into the state grid.

Karnataka has officially invited Luxembourg’s companies, universities, and innovation agencies to partner in the development of KWIN City, a landmark 5,800-acre knowledge and innovation megacity.

  • Advanced Technology: Promoting research and development (R&D) in Artificial Intelligence (AI), FinTech, space technology, and digital transformation.
  • Industrial Expertise: Utilizing Luxembourg’s specialized skills in precision engineering, steel, automotive components, and clean/green energy.
  • Academic Partnerships: Inviting Luxembourgish universities to collaborate on institutional research and set up frameworks within the new city hub.

What is KWIN City?

  • KWIN City (Knowledge, Wellbeing, and Innovation City) is a massive, forward-looking industrial township spearheaded by the Karnataka Industrial Areas Development Board (KIADB)
  • Location: Strategically being developed between Dabaspete and Doddaballapura, situated right in the high-growth corridor near North Bengaluru and the Kempegowda International Airport.
  • Scale: Spread across roughly 5,800 acres of land.
  • Objective: Designed to decentralize industrial growth away from overcrowded areas of central Bengaluru, building a green-energy, state-of-the-art alternative for tech hubs, health sectors, and advanced manufacturing units.

  • The relationship between the two regions is already backed by prominent corporate footprints:
  • Luxembourg in Karnataka: The advanced engineering firm Ceratizit operates a specialized manufacturing presence in Karnataka to produce industrial cutting materials.
  • Karnataka in Luxembourg: Major Bengaluru-headquartered IT multinationals like Infosys and Wipro run established, critical operations inside Luxembourg.
