South Western Railway (SWR)
Context
The South Western Railway (SWR) has announced a major initiative to establish dedicated goods sheds and advanced freight handling infrastructure along its newly proposed rail corridors.
- The strategic move aims to strengthen Karnataka’s logistics backbone, lower overall transport costs, and link key agricultural, mining, and industrial regions directly to consumption markets.
Key Rail Corridors and Commodity Mapping
SWR is building cargo infrastructure alongside several upcoming lines to unlock their economic potential right from inception:
- Shivamogga–Ranebennur Line: Targeted at resolving long-standing logistical hurdles in the Malnad region, facilitating the movement of arecanut, maize, and timber.
- Tumakuru–Davangere Corridor: Running parallel to National Highway 48, this section will primarily manage heavy industrial freight and mineral transport.
- Raichur–Koppal Belt (Ginigera–Raichur): Known as the “rice bowl” of Karnataka, this corridor will feature new goods sheds at Gangavathi and Sindhanur to streamline the large-scale transport of food grains.
- Hassan–Chikkamagaluru–Belur Section: Designed to power the local plantation economy by streamlining coastal port exports of coffee, pepper, and timber.
- Belagavi–Dharwad & Bagalkot–Kudachi Lines: Positioned to significantly boost cargo handling capabilities and support regional industries across North Karnataka.
Specialised Value-Chain Infrastructure
- Cold-Chain Support: Strategic setups like a dedicated cold storage facility at Kudachi to support horticultural produce.
- Logistics Hubs: A prominent multi-modal logistics park near Davanagere to integrate rail networks seamlessly with road transport.
- Bulk Terminals: Dedicated cargo facilities, including cement handling terminals, placed near major production blocks.
Occupancy Certificate (OC)
Context
The government of Karnataka issued a one-time relief order for homeowners in the Greater Bengaluru Authority (GBA) limits.
- It exempts specific residential properties from the mandatory Occupancy Certificate (OC) requirement needed to secure new electricity connections from BESCOM.
Key Details of the OC Exemption Order
- Eligible Properties: Residential buildings up to Ground+3 floors or Stilt Parking+4 floors.
- Plot Size: Plots measuring up to 2,400 sq. ft.
- Deadline: The building must be completed and the homeowner must have applied for an electricity connection on or before May 31, 2026.
- Deviation Allowance: A one-time 20% deviation from the approved building plan is permissible under this exemption.
Mandatory Safeguards
To prevent misuse, the order outlines clear compliance steps for power distribution companies, such as BESCOM:
- Site Inspections: Field officers must visit the premises to verify structural limits.
- Photographic Evidence: Teams are required to photograph and completely document the structure.
- Condition Verification: Power supply will only be approved after confirming that the building strictly satisfies the newly modified guidelines.
This one-time relaxation expands upon a previous September 2025 rule that only exempted smaller residential plots up to 1,200 sq. ft.
