Mangaluru–Maravanthe coastal passenger ferry service
Context
The Central Government of India declined to provide financial assistance under its Sagarmala scheme for the proposed Mangaluru–Maravanthe coastal passenger ferry service and an integrated marina development project at Kota Padukere in Karnataka.
- Project could not be funded due to the unavailability of fiscal space.
- The project’s potential to boost marine tourism and water sports along Karnataka’s 320-km coastline, the Ministry noted that current funds under the Sagarmala budget cannot accommodate it.
Major Sagarmala Projects in Karnataka
- Port Modernization & Capacity Enhancement
- Karwar Port Firefighting Upgrades: Installation of specialized Class-B petroleum handling firefighting equipment to expand the port’s capacity for fuel imports and heavy industrial operations.
- Karwar Port Infrastructure Expansion: Extension of the Southern breakwater by 145 meters and construction of a new 1,160-meter Northern breakwater to shield heavy commercial ships and boost local trade security.
- Coastal Shipping and Inland Water Transport (IWT)
- Old Mangaluru Port Cargo Berth: Construction of a 350-meter long dedicated coastal cargo berth to promote cost-effective and green freight transportation.
- Capital Dredging at Bengre (Old Port Mangaluru): Deepening the navigation channel to clear silt and enable larger commercial barges and tourist vessels to dock safely.
- River Navigation Networks: Feasibility and development work on key National Waterways including the Kali River (NW-52), Tadadi–Aghanashini Waterway, and the inland Almatti to Bagalkot route to cut transit times and enhance economic corridors.
- Coastal Community Development
- Malpe Fishing Harbour (Stage III Expansion): Extensive modernization of Udupi’s busiest commercial fishing hub to upgrade cold-chain storage and hygiene.
- Kulai Fishing Harbour: Massive ongoing construction of a dedicated fishing harbor to reduce direct cargo overlap at the primary New Mangalore Port Authority (NMPA).
- Hejamadi Kodi Landing Center: Development of organized infrastructure for local marine fishers.
- Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY): Phase I and II funding to drive skill development and maritime-allied employment for coastal youth
Sagarmala Programme
- It is a flagship initiative launched by the Ministry of Ports, Shipping, and Waterways in 2015 to promote port-led development in India
Core Pillars
- Port Modernization & Capacity Enhancement: De-bottlenecking existing ports, upgrading infrastructure, and building new greenfield ports (e.g., Vadhavan Port in Maharashtra).
- Port Connectivity Enhancement: Improving last-mile connectivity to ports via new railway lines, National Highways, and inland waterways.
- Port-led Industrialization: Developing Coastal Economic Zones (CEZs), industrial clusters, and smart port cities to optimize EXIM (Export-Import) logistics.
- Coastal Community Development: Skill development, sustainable fisheries development, and livelihood creation for coastal populations.
- Coastal Shipping & Inland Water Transport (IWT): Shifting domestic freight from congested road/rail networks to eco-friendly coastal lanes and National Waterways.
Anti-Narcotics Task Force (ANTF)
Context
Karnataka State Government is actively considering a police proposal to grant police station powers to the recently formed Anti-Narcotics Task Force (ANTF).
- The move is part of the state’s multi-departmental anti-drug strategy, Operation RISE, aimed at executing a zero-tolerance policy against narcotics.
Proposed Changes
- Current Limitations: The ANTF currently operates without an independent chief. It is restricted to reviewing drug case probes, coordinating cross-jurisdictional investigations, and functioning under the additional charge of the ADGP (Law and Order).
- New Powers: If granted police station powers, the ANTF will be legally equipped to independently register criminal cases, make arrests, and conduct full-scale criminal investigations under the Narcotics Drugs and Psychotropic Substances (NDPS) Act.
National and State Context
- MHA Mandate: While the Union Ministry of Home Affairs (MHA) mandated that all Indian States and Union Territories establish an ANTF, execution models vary.
- State Comparisons: Several states like Delhi, Telangana (EAGLE force), and Kerala (Special Action Force) have already fully empowered their task forces to register and investigate drug cases. Karnataka is currently moving to match this level of authority.
- Infrastructure Growth: This escalation follows the ANTF’s structural creation, which pulled personnel from units like the Anti-Naxal Force (ANF) and integrated data analysts and legal professionals to build solid cases.
Neelam, Totapuri mangoes
Context
- India has achieved a historic milestone by executing the first-ever air shipment of Karnataka’s late-season Neelam and Totapuri mango varieties to the Maldives.
- The inaugural commercial consignment, consisting of one metric tonne of carefully graded mangoes, was flagged off by the Agricultural and Processed Food Products Export Development Authority (APEDA).
Features
- Sourcing Hub: Sourced directly from regional horticulturists in the Kolar district of Karnataka, specifically through the Prakruthimaya Farmers Producer Company Ltd. based in KGF Taluk.
- Financial Impact: Sourcing directly bypassed local market intermediaries, delivering over 50% higher financial returns to the participating farmers compared to traditional domestic avenues.
- Women-Led Initiative: The export was executed by a newly registered woman entrepreneur heading M/s Ahalya Devi Ventures, enhancing inclusivity within agri-logistics.
- Extended Export Window: Both Neelam and Totapuri varieties mature later in the season (late June through July), allowing India to extend its international mango supply timeline far beyond the traditional peak harvest window
